Utah Physical Therapy Definitions 

Animal Physical Therapy - Practicing physical therapy or physiotherapy on an animal.

An Education Program that is Accredited by a Recognized Accreditation Agency - An education program that is, at the time of an applicant's graduation:

    • Accredited by CAPTE; or
    • A foreign education program which is equivalent to a CAPTE accredited program as determined by the FCCPT.

Board - The Utah Physical Therapy Licensing Board.

CAPTE - Commission on Accreditation in Physical Therapy Education.

Consultation by Telecommunication - The provision of expert or professional advice by a PT who is licensed outside of Utah to a licensed PT or a health care provider by telecommunication or electronic communication.

Credential Evaluation - The appropriate Course Work Tool (CWT) adopted by the Federation of State Boards of Physical Therapy.  The appropriate CWT means the CWT in place at the time the foreign educated PT or PTA graduated from the physical therapy program.

FCCPT - The Foreign Credentialing Commission on Physical Therapy.

FSBPT - The Federation of State Licensing Boards of Physical Therapy.

General Supervision - Supervision and oversight of a person by a licensed PT when the licensed PT is immediately available in person, by telephone, or by electronic communication to assist the person.

Joint Mobilization - A manual therapy technique comprising a continuum of skilled passive movements to the joints and/or related soft tissues that are applied at varying speeds and amplitudes, including a small-amplitude/high velocity therapeutic movement.

Licensed Physical Therapist - A person licensed in Utah to engage in the practice of physical therapy.

Licensed Physical Therapist Assistant - A person licensed in Utah to engage in the practice of physical therapy under the supervision of a licensed PT.

Licensing Examination - A nationally recognized physical therapy examination that is approved by the division, in consultation with the board.

On-Site Supervision - Supervision and oversight of a person by a licensed PT or a licensed PTA when the licensed PT or licensed PTA is:

    • Continuously present at the facility where the person is providing services;
    • Immediately available to assist the person; and
    • Regularly involved in the services being provided by the person.

Physical Impairment:

    • A mechanical impairment;
    • A physiological impairment;
    • A developmental impairment;
    • A functional limitation;
    • A disability;
    • A mobility impairment; or
    • A bodily malfunction.

Physical Therapy- Includes:

    • Examining, evaluating, and testing an individual who has a physical impairment or injury;
    • Identifying or labeling a physical impairment or injury;
    • Formulating a therapeutic intervention plan for the treatment of a physical impairment, injury, or pain;
    • Assessing the ongoing effects of therapeutic intervention for the treatment of a physical impairment or injury;
    • Treating or alleviating a physical impairment by designing, modifying, or implementing a therapeutic intervention;
    • Reducing the risk of an injury or physical impairment;
    • Providing instruction on the use of physical measures, activities, or devices for preventative and therapeutic purposes;
    • Promoting and maintaining health and fitness;
    • The administration of a prescription drug;
    • Engaging in the functions animal physical therapy in relation to an animal; and
    • Engaging in administration, consultation, education, and research relating to the practices described in this Subsection (10)(a).

Physical Therapy Aide- A person who:

    • Is trained, on-the-job, by a licensed PT; and
    • Provides routine assistance to a licensed PT or licensed PTA, while the licensed PT or licensed PTA practices physical therapy, within the scope of the licensed PT’s or licensed PTA’s license.

Recognized Accreditation Agency - An accreditation agency that grants accreditation, nationally, in the United States of America and is approved by the division, in consultation with the board.

Routine Assistance - Engaging in assembly and disassembly, maintenance and transportation, preparation and all other operational activities relevant to equipment and accessories necessary for treatment and providing only that type of elementary and direct patient care which the patient and family members could reasonably be expected to learn and perform.

Supportive Personnel - A PTA or a physical therapy aide and does not include a student in a PT or PTA program.

Testing - A standard method or technique used to gather data regarding a patient that is generally and nationally accepted by PTs for the practice of physical therapy.

Trigger Point Dry Needling - The stimulation of a trigger point using a dry needle to treat neuromuscular pain and functional movement deficits.
